The form can be attained on the City’s website http://www.lynchburgva.gov/Index.aspx?page=376, however, you cannot submit the form online. If you decide to get the form online to avoid waiting at the City of Lynchburg’s office, here is a helpful hint. On the left side of the screen you will see a column. Five down on that column will be “Forms Index.” Select this. In the middle of the screen, there will be a list. Two down select “Business License Questionnaire.” This is the application. The City of Lynchburg asks that you also submit a copy of a valid DMV-issued photo I.D. or driver’s license and the Business License Tax by check written to the City of Lynchburg. This will allow your Business License Tax Questionnaire to be processed within one to three business days.

What is the cost of receiving a business license?

The business license fee hinges on what the estimated annual gross receipts will be. Businesses that expect to earn less than $10,000.00 per year are exempt from paying the business license fee. Gross receipts that are anticipated to be $10,000 to $50,000 cause a business license fee of $30.00 to be assessed each year. Those that earn $50,000 to $100,000 will be charged a $50.00 fee annually.

Any businesses that except to have gross receipts exceed $100,000 each year will have the tax calculated based on the following:

contractors - 16 cents per $100 of gross receipts
business or personal services - 36 cents per $100 of gross receipts
retail merchants - 20 cents per $100 of gross receipts
wholesale merchants - $20 with 28 cents per $100 of gross purchases
professional services - 58 cents per $100 of gross receipts.

If you would like to see the tax information for yourself, here’s how. First, on the right side of the screen you will see “Commissioner of the Revenue.” Select this. Next, in the middle of the screen you will see a list of taxes. Click on “Business License Tax.” This will give you the estimates of what the taxes will be.
